올림픽 성화의 불꽃을 꺼라 : 올림픽 반대 국제공동성명
10년 전 동일본대지진이 발생하고 후쿠시마 제1원자력 발전소 사고가 일어났던 후쿠시마의 ‘제이(J)빌리지’에서 2021년 3월 25일에 올림픽 성화봉송이 출발한다. 아직 일본에서 감염병 확산세는 수그러들지 않았으며, 최근 실시된 여론조사에 의하면 응답자의 80%는 ‘대유행’의 기폭제가 될 수 있다는 두려움 때문에 7월 개최 예정인 올림픽에 반대한다고 대답했다. 이러한 상황에서 도쿄올림픽 조직위원회는 해외 관중을 수용하지 않고 국제올림픽위원회(IOC)와 스폰서 기업 관계자들에게만 입국을 허용하겠다고 발표했을 뿐, 아직 올림픽 개최 중지를 결정하지는 않았다.
성화봉송은 1936년 베를린 올림픽을 위해 칼 딤(Carl Diem)과 요제프 괴벨스(Joseph Goebbels)가 발명해낸 것일 뿐인데 지금과 같이 불확실한 시대에 ‘극복’과 ‘희망’의 증표로 선전되고 있다. 후쿠시마에서는 성화봉송이 시작될 뿐만 아니라 야구 경기와 소프트볼 경기도 개최될 예정이다. 도쿄올림픽은 ‘부흥올림픽’으로 칭해지지만 애초부터 ‘재건’과는 아무 관련이 없었다. 도쿄올림픽 유치는 극우 성향의 도쿄도지사가 2006년부터 추진해온 국가주의적 정치 의제였다(도쿄는 2016년 올림픽 유치에 실패한 바 있다). 2011년 자연재해와 인재(人災)가 발생한 뒤에 일본 지배층은 올림픽 유치를 계속 추진하기로 결정했다. 이는 유치 추진의 정치적 동기가 비극과 재해는 정상적으로 회복되었다고 여기게끔 만드는 데에 있다는 것을 명확하게 보여준다. 국제올림픽위원회(IOC)는 도쿄를 2020년 올림픽 개최지로 선정함으로써 일본 정부의 행위에 정당성을 부여했다. 후쿠시마에서 올림픽 성화가 출발한다는 것 자체가 이에 대한 명백한 증거다.
한편 후쿠시마현에 위치한 올림픽 경기장 근처에서도 방사능 핫스팟(방사선 고선량 지점)이 발견되어 이 지역이 ‘부흥’되지 않았다는 것이 확인되었다. 오히려 올림픽은 가용 노동력과 여러 자원을 모조리 빼앗아가서 실질적인 후쿠시마 부흥의 걸림돌이 되어 왔다. 일본올림픽위원회와 올림픽 관계자들은 도쿄올림픽을 통해 국가적 재난을 그린워싱(green washing)하여 위장하고 은폐하려 한다. 방사능 오염으로부터 실질적으로 회복하려면 앞으로도 많은 시간이 소요될 것이다. 이 지난한 싸움에서 후쿠시마 주민들은 끝이 보이지 않는 절망을 느낀다.
2016년 리우올림픽 때도 일반 대중의 올림픽 반대 여론이 강했고 민중봉기까지 일어났음에도 불구하고 개최는 강행되었다. 확실히 국제올림픽위원회와 정부 및 기타 올림픽 관련 단체들은 대중이 바라는 바를 신경쓰지 않는다. 우리와 같은 올림픽 반대 모임은 각 개최 도시마다 존재하며, 파리올림픽과 로스앤젤레스올림픽이 예정되어 있기에 점차 더 많은 사람들이 함께하고 있다. 감염병의 세계적 대유행 상황 속에서도 올림픽 기계는 계속 전진하며, 궁지에 몰린 사람들을 강제퇴거시키고, 공공주택과 공원을 없애고, 최신식 치안 수단을 도입하고, 문화적으로 중요한 장소들을 파괴하고, 스스로의 낡은 비전을 위장환경주의로 덮어버리고, 막대한 공공 부채를 만들어낸다. 이는 도쿄뿐만 아니라 모든 개최 도시에서 공통적으로 일어나는 일이다.
세계 각지에서 올림픽과 젠트리피케이션, 감시와 통제에 맞서고 있는 우리들은 도쿄를 비롯한 모든 곳에서 올림픽 성화의 불꽃을 끄기를 요구한다. 우리는 단기간의 상업적인 스펙터클 보다 공중보건을 비롯한 다른 많은 것들에 더 관심을 기울여야 마땅하다.

「聖火を消せ!」反オリンピック国際共同声明
3月25日にオリンピック聖火リレーは、10年前に東日本大震災に襲われ、福島第一原子力発電所が事故を起こした福島県内にあるJヴィレッジから出発します。日本でコロナ禍は終息していません。最近のすべての世論調査は、回答者の80%が「スーパースプレッダー」となりうるイベントを恐れ、7月の五輪開催に反対であることを示しています。こうした中で「東京2020」大会の組織委員会は、IOC関係者と「スポンサー企業の友人」をのぞく、海外からの観客の受け入れ見送りを発表しましたが、大会そのものの中止はまだ決定していません。
1936年のベルリン五輪のためにカール・ディームとヨーゼフ・ゲッベルスが発案したオリンピック聖火リレーは、この不透明な時代に「打ち勝つ」、「希望」の証として宣伝されています。聖火リレーに加え、福島県は東京五輪の野球とソフトボールの競技会場にもなっています。東京オリンピックは「復興五輪」と謳われていますが、元々「復興」とは何の関係もありません。東京への五輪誘致は、極右の都知事が2006年から温めていたナショナリスティックな政治計画でした（東京は2016年大会の誘致に失敗しています）。2011年に起こった天災と人災の後、日本の支配層は五輪誘致計画を維持することを決定しました。このことは、悲劇と災害が正常に復したと人々に思い込ませることがその決定の政治的動機となっていることをはっきりと示しています。IOCは2020年のオリンピックに東京を選ぶことで、日本政府による行いにお墨付きを与えました。福島からオリンピック聖火が出発することは、こうした企図の証拠となっています。
しかし放射能のホットスポットは福島県内の五輪競技会場の近くでも見つかっており、この地域が「復興」していないことを証明しています。労働力やその他の資源を奪うことで、オリンピック自体が福島の復興の妨げとなっているのです。日本オリンピック委員会やオリンピック関係者は、国家的な悲劇を見せかけの環境配慮で覆い隠す、グリーンウォッシュの手段として東京五輪を利用しています。放射能汚染から復興するには時間がかかります。福島県の居住者には、終わりの見えない絶望的な闘争と感じられているのです。
2016年のリオ五輪においても、世論は五輪に反対していましたが、民衆蜂起をよそに大会は開催されました。IOCや政府やその他オリンピック関連委員会が、大衆の望みを意に介していないことは明らかです。私たちのような反五輪グループはあらゆる開催都市に存在しており、パリとロサンゼルスで大会が予定されているため勢力を拡大しています。オリンピック・マシーンはパンデミックにもかかわらず前に進み続け、困窮している人々を立ち退かせ、公営住宅や公園を取り壊し、新たな治安維持手段を実行に移し、重要な文化的ランドマークを破壊し、自分たちの古臭いビジョンをまやかしの環境配慮で飾り立て、多額の負債を生み出しています。こうしたことは東京だけでなく、あらゆる開催都市で起きているのです。
私たち、世界中の反五輪、反ジェントリフィケーション、反監視グループは東京およびそれ以外の場所でオリンピック「聖火」の炎を消すことを求めます。このような束の間の商業主義的スペクタクルよりも、公衆衛生を含む数多くの事柄の方が私たちの注意に値すると、私たちは信じています。

Extinguish the Olympic Flame! Transnational Anti-Olympics Joint Statement
On March 25, 2021, the Olympic torch relay starts at J-Village in Fukushima, where the Great East Japan Earthquake hit and Daiichi Nuclear Plant failed a decade ago. Japan is still dealing with the pandemic and 80% of the public oppose the Games in July according to any recent poll for fear of “super-spreading event”. In this climate, the Organizing Committee of “Tokyo 2020” announced the barring of spectators from overseas except the IOC families and their “corporate friends”, but hasn’t yet decided to cancel the Games.
The Olympic torch relay, invented by Carl Diem and Joseph Goebbels for 1936 Berlin Olympics, is promoted as a sign of ‘hope’ to ‘overcome’ this uncertain time. In addition to the torch relay, Fukushima is scheduled to hold both baseball and softball games for Tokyo Olympic 2020. While Tokyo Olympic 2020 is touted as ‘Recovery Olympics’, it had nothing to do with the “reconstruction” from its origin: the bidding was a nationalitic political program of the far-right governor of Tokyo since 2006 (Tokyo lost bid for the 2016 Games). After the natural and human disasters happened in 2011, Japanese rulers decided to sustain the Olympic bidding project. This clearly signifies that the decision was a political motive to normalize the tragedy and catastrophe. The International Olympic Committee (IOC) endorsed such action by the Japanese government by electing Tokyo Olympic 2020. The departure of the Olympic torch from Fukushima is proof of this enterprise.
Meanwhile, radiation hotspots were found near the Fukushima Olympic site, confirming that the area is not “recovered.” The Olympics itself has been the obstacle for the actual recovery of Fukushima taking away all the labor and other resources. JOC and the organizers are using Tokyo2020 as a way to greenwash a national tragedy. The actual recovery from contamination will take time, and for Fukushima residents, this battle feels endless and hopeless.
The general public’s opposition to the Olympics was also present in Rio 2016, however the games were held despite the popular uprising. It is clear the IOC, the government and other Olympic related committees do not care what the public wants. Anti-Olympics groups like us exist in every host city, and continue to grow as the games are scheduled in Paris and Los Angeles. Despite the pandemic, the Olympic machine has barreled forward, displacing people in need, razing public housing and parks, implementing new security theater, destroying iconic cultural landmarks, greenwashing their outdated vision and incurring a mountain of public debt. This happens not only in Tokyo, but every host city.
We, anti-Olympics, anti-gentrification and anti-surveillance groups from all over the world, demand the extinction of the Olympic flame of Tokyo and beyond. We believe that many other things including public health deserve our attention more than such an ephemeral and mercantile spectacle.

Éteignons la flamme olympique ! Une déclaration commune des anti-olympiques transnationaux
Le 25 mars 2021, le relais de la flamme olympique part du J-Village à Fukushima, là où le séisme de la côte pacifique du Japon a frappé et où la centrale nucléaire de Fukushima Daiichi a été détruite il y a dix ans. Le Japon est toujours confronté à la pandémie et, selon tous les sondages récents, 80 % de la population s'oppose aux Jeux par crainte qu’ils soient un "vecteur géant de la propagation du virus”. Dans ce climat, le comité d'organisation des Jeux olympiques de Tokyo 2020 a annoncé l'interdiction des spectateurs étrangers, excepté la famille olympique et les “amis des partenaires olympiques”, mais n'a pas encore décidé l’annulation des Jeux.
Le relais de la flamme olympique, inventé par Carl Diem et Joseph Goebbels pour les Jeux Olympiques (JO) 1936 de Berlin, est présenté comme un signe “d'espoir” pour “surmonter" cette période incertaine. Outre le relais de la flamme, Fukushima doit organiser des matchs de baseball et de softball pour les JO de Tokyo 2020. Alors que les JO de Tokyo 2020 sont présentés comme des "Jeux de la reconstruction", ils n'ont rien à voir avec la "reconstruction" et ce depuis leur origine : la candidature est un programme politique nationaliste du gouverneur d'extrême droite de Tokyo depuis 2006 (Tokyo a perdu sa candidature pour les Jeux de 2016). Après les catastrophes naturelles et humaines survenues en 2011, les dirigeants japonais ont décidé de maintenir le projet de candidature olympique. Cela signifie clairement que cette décision avait un but politique : normaliser la tragédie et la catastrophe. Le Comité international olympique (CIO) a entériné cette action du gouvernement japonais en désignant Tokyo pour les JO de 2020. Le départ de la flamme olympique de Fukushima est la preuve de cette entreprise.
Pendant ce temps, des points de radiation élevée ont été découverts près du site olympique de Fukushima, confirmant que la zone n'est pas "rétablie". Les JO eux-mêmes ont été un obstacle à la reconstruction réelle de Fukushima en absorbant toute la main-d'œuvre et les autres ressources. Le comité olympique japonais et les organisateurs utilisent Tokyo 2020 comme un moyen de verdir et de rendre présentable une tragédie nationale. La fin réelle de la contamination n’est pas pour demain et pour les habitants de Fukushima, cette bataille semble interminable et sans espoir.
L'opposition du grand public aux JO était également présente à Rio en 2016, mais les Jeux ont eu lieu malgré le soulèvement populaire. Il est clair que le CIO, le gouvernement et les autres comités liés aux Jeux Olympiques ne se soucient pas de ce que veut le public. Des groupes anti-olympiques comme nous existent dans chaque ville hôte, et continuent de croître alors que les Jeux sont programmés à Paris et à Los Angeles. Malgré la pandémie, la machine olympique est allée de l'avant, déplaçant des populations précaires, rasant des logements et des parcs publics, mettant en place des nouvelles règles sécuritaires, détruisant des monuments culturels emblématiques, faisant de la publicité verte pour leur vision obsolète et engendrant une montagne de dettes publiques. Cela ne se produit pas seulement à Tokyo, mais dans toutes les villes hôtes.
Nous, les groupes anti-olympiques, anti-gentrification et anti-surveillance du monde entier, demandons l'extinction de la flamme olympique de Tokyo et ailleurs. Nous croyons que beaucoup d'autres choses, y compris la santé publique, méritent davantage notre attention qu'un spectacle aussi éphémère et mercantile.
